In June 2025, the District of Maryland U.S. Attorney’s Office filed criminal accusations against Maryland males for assaulting and restraining federal officials in separate Maryland events. Following physical altercations with Immigration and Customs Enforcement officials, both were placed under arrest.
A news release issued on Friday, August 15 states that Tony Marcos Ferreira-Dos Santos, 30, a Brazilian national, and Adolfo Nimrod Hernandez-Ramos, 42, a Honduran national, are accused of assaulting, resisting, opposing, obstructing, and interfering with federal officers in separate incidents. Ferreira-Dos and Hernandez-Ramos are both illegally in the United States.
The criminal complaints were announced by U.S. Attorney Kelly O. Hayes for the District of Maryland in conjunction with Acting Special Agent in Charge Evan Campanella of Homeland Security Investigations (HSI) Baltimore and Acting Field Office Director Nikita Baker of U.S. Immigration and Customs Enforcement Enforcement and Removal Operations (ICE-ERO), Baltimore Field Office.
Immigration and Customs Enforcement (ICE) officials had information on June 6, 2025, that Hernandez-Ramos had violated federal law by entering the United States without being inspected. ICE officials saw Hernandez-Ramos leave his home and get into a car as they were conducting surveillance near his Catonsville property. Hernandez-Ramos parked his car at a neighboring shopping center after being pursued by ICE investigators. Hernandez-Ramos got out of his car and started to flee as police arrived. Hernandez-Ramos evaded an officer’s attempt to seize his arm and fled into a business.
Hernandez-Ramos resisted arrest by kicking at officers, flailing his arms, grabbing a table, and clinching his arms and legs together. Hernandez-Ramos seized the open shackle and threatened to cut out an officer’s eye after the officers had finally fastened one. Hernandez-Ramos was eventually taken into jail by law police. Several officers were injured during the altercation.
Two ICE officials showed up at a place in Wicomico County, Maryland, on or around June 8, 2025. Two people were approached by the ICE officials, who were both donning tactical vests bearing the lettering “POLICE” on the front and back. One person was identified by the officers as the target of a final removal order. Ferreira-Dos Santos was eventually recognized by law enforcement as the second person. Both males, including Ferreira-Dos Santos, ran away as the officers got closer.
ICE officers located Ferreira-Dos Santos after apprehending the second individual in accordance with a final order of removal. Ferreira-Dos Santos resisted arrest and fought with the officers as they tried to take him into custody. Ferreira-Dos Santos was eventually apprehended by police.
These cases are a part of Operation Take Back America, a national effort that uses all of the Department of Justice’s resources to destroy transnational criminal organizations and cartels, defend our communities from violent crime, and repel the invasion of illegal immigration.
U.S. Attorney Hayes praised BCPD for its invaluable support and ICE-ERO and HSI for their efforts in this case. Ms. Hayes also commended Special Assistant U.S. Attorney Carolyn Mills and Assistant U.S. Attorneys Gerald Collins and Michael C. Hanlon, who are prosecuting these cases.
An allegation is all that a criminal complaint is. Until a defendant is found guilty beyond a reasonable doubt in a court of law, they are all presumed innocent.
