Suspect Arrested in Connection With Rockville Rape and Wheaton Bank Robbery

The Montgomery County Police Department (MCPD) has detained a suspect who matches descriptions, surveillance, and vehicle information connected to the armed bank robbery in Wheaton and the rape at a Rockville gas station that occurred on separate days.

Rockville City police and 1st District officers came to a Rockville gas station at around 7:05 p.m. on Thursday, August 14, 2025, in response to a complaint of a recent rape, according to MCPD. The lone employee was sexually and physically assaulted by the suspect before they left the store. Investigators from the Sex Assault Unit discovered that the attacker, dressed in unusual apparel, drove away from the gas station in a Mazda SUV.

Officers from the 4th District were summoned to the Capital One Bank in the 11200 block of Georgia Avenue on Friday, August 15, at around 9:23 a.m., in connection with an armed bank heist. When patrol officers arrived on the scene, they arrested Carlos St. James Hover, 34, of Washington, D.C.

Detectives investigating the robbery discovered that Hover fit the description of the suspect who had been sexually assaulted the night before. Hover was dressed in some of the same recognizable clothes and had driven a Mazda SUV to the bank. Additionally, he matched the culprit in the gas station’s CCTV footage. After being taken to the Central Processing Unit, Hover was accused of resisting arrest, armed robbery, first-degree assault, and first-degree rape, among other offenses. They’re holding him without a bond.
