In order to update the agency’s Vulnerable Road User (VRU) Assessment and increase safety for vulnerable road users—those who walk, bike, or roll—the Maryland Department of Transportation State Highway Administration is asking the public for input through an online survey and a series of virtual meetings.
A rising percentage of transportation deaths in Maryland and the US are caused by vulnerable road users, who are especially at risk of dying or being seriously hurt in an accident. Examining the safety requirements for bicycles, pedestrians, and other non-motorists is the goal of Maryland’s VRU Assessment, which also updates the state’s plan to increase safety for these users.
The State Highway Administration’s Office of Traffic and Safety is conducting the online poll, which may be accessed here and will remain open until midnight on August 7, 2025. Using a digital map, the survey asks respondents about their experiences walking, bicycling, and rolling along routes that the analysis has determined are corridors of interest. Respondents can also recommend improvements to walking and bicycling infrastructure that could contribute to making Maryland’s roads safer for all users.
This summer, the State Highway Administration is also holding five online public forums where locals can voice concerns and offer further input on topics of interest. The following geographic locations will be the focus of all meetings, which will take place via Microsoft Teams from 4 to 6 p.m.:

In compliance with federal regulations, Maryland is updating its initial VRU Assessment, which was finished in November 2023. The evaluation will be revised every five years after this one.
The VRU Assessment supports the Complete Streets policy, which emphasizes safe, dependable, equitable, and sustainable travel across all modes to make roads safer and connect Marylanders to jobs, education, and economic opportunity, as well as the Maryland Department of Transportation’s Serious About Safety initiative, an improved, department-wide program to drive safety goals and save lives.
