Council to Hold Public Hearings on Child Care Tax Credits, Forest Conservation, and More on July 8

Ten public hearings on legislative measures, such as proposals for day care and child care tax credits, forest conservation, labor peace agreements, and tax incentives for affordable housing, will be held by the Montgomery County Council on Tuesday, July 8 at 1:30 p.m. Additionally, a resolution endorsing 14 early voting centers for the 2026 elections will be introduced.

Resolution in Favor of Montgomery County’s Fourteen Early Voting Centers

Overview:It is anticipated that the Council will present a resolution endorsing Montgomery County’s fourteen early voting locations. In order to preserve service continuity and designate 14 early voting locations for the 2026 gubernatorial primary and general election, the Montgomery County Board of Elections sent a letter to the Montgomery County Executive and Montgomery County Council in June. This request would be supported by the Council resolution. Each local board of elections is required by Maryland law to submit an election plan, including one for early voting sites, to the state Board of Elections for approval. At least seven months before each statewide primary election, the local board is required to present its strategy to the state board.

The tentative date of the vote is July 15.

A resolution authorizing the establishment of a White Oak Development District and Tax Increment Financing District

Expected: The Council will hold a public hearing and vote on a resolution authorizing the establishment of a tax increment financing district and development district in White Oak. The district would span about 294 acres in the eastern part of the county, close to Adventist Hospital and the headquarters of the U.S. Food and Drug Administration. The County Executive claims that a development team interested in constructing a proposed mixed-use residential, retail, and other commercial and life science complex within the district area has been drawn to the County. By establishing a tax increment financing district, the County would be able to borrow money to upgrade public infrastructure using the property’s future appreciation. Taxes collected from the higher property value of the new development inside the district are then used to pay for the improvement.
