Discussion: New MCPS Cell Phone Policy

The updated MCPS Personal Mobile Devices (PMD) rule, which covers smartphones, tablets, smart watches, and other devices, was examined by the Montgomery County Council last week. Former MCPS educator Mr. MoCo Alex Tsironis appeared on FOX 5’s DMV Zone to talk about a new policy that will go into effect in the 2025–2026 academic year.

Previously, MCPS provided the following information on the amended policy that families and children should be aware of:

Before and After School: Before and after school, students of all grade levels are permitted to use their own mobile devices.

Elementary and Middle Schools: Students must keep their personal electronics turned off and put away during the school day, including during class, lunch, and the transitions between periods.

High Schools: Students are not permitted to use their personal electronics in class, however they are permitted to do so during lunch and in between courses.

Using gadgets on school buses is allowed for students traveling on MCPS buses.

It is required of students to handle their devices appropriately, making sure they are out of sight and turned off when not in use.

Discipline and Expectations: The revised Student Code of Conduct, which will be published in the summer, outlines a progressive approach to discipline for students who misuse their devices. This approach emphasizes accountability and education. The MCPS Student Code of Conduct will be updated to re-establish and clarify expectations for student conduct. Find out more. If mobile phone use enhances instruction, principals have the power to permit restricted cell phone use in class.

Students will continue to have access to medical and learning accommodations as specified in their Individualized Education Plans (IEPs) or 504s, which permit the use of personal mobile devices.
