Former FBI Agent Convicted of Rape and Other Charges Faces up to 122 Years in Prison

The Office of the Montgomery County State’s Attorney released the following regarding the trial for a former FBI agent who was convicted of rape and other charges:


“In the Circuit Court for Montgomery County, MD, before the Honorable Cheryl McCally, a jury has found defendant Eduardo Valdivia, 41, of Gaithersburg, guilty of six counts of second-degree rape and two counts of fourth-degree sex offense for sexually assaulting three young women. The jury returned its verdict on Friday, July 18, 2025, after deliberating for just over three hours. Valdivia faces a maximum of 122 years in prison. A sentencing hearing is scheduled for October 14, 2025.

The defendant had been employed as a Supervisory Special Agent with the Federal Bureau of Investigation for over a decade when he was arrested in November of 2024. He owned a tattoo studio named DC Fine Line Tattoos in the 9800 block of Washingtonian Boulevard in Gaithersburg.

Two of the victims, both of whom were women in their early 20s, reported they were raped at the tattoo studio. One of them was also raped at a nearby hotel. Following news of the arrest, a third victim came forward and disclosed that she had been raped by Valdivia in October of 2022, in a tattoo studio in the 12,000 block of Travilah Rd. in Potomac. She was 18 years old at the time.

Valdivia communicated with the victims under aliases including “Lalo Brown” and “L. Boogie.” He lured them to the tattoo studios under the pretense of free tattoos and/or modeling opportunities. He also used the alias “Dr. Tiffany Kim,” pretending to be a female psychologist and also the CEO, President, and Producer of a profitable and well-connected modeling agency, in email communications with two of the victims.

Assistant State’s Attorneys Sheila Bagheri and Rachel Morris are prosecuting this matter.”
