One of Pack’s passengers was hurt but made it out alive.
This case was prosecuted by Caitlin Murphy and Assistant State’s Attorney John Lalos.
An overview of the case’s facts as stated in the State’s sentencing memo is provided below:
Members of the Maryland State Police, Montgomery County Police, Rockville City Police, and Montgomery County Fire and Rescue arrived at the scene of a motor vehicle collision near the Federal Plaza Shopping Center on Maryland Route 355 (Rockville Pike) in Rockville, Montgomery County, Maryland, just after 2:27 AM on April 27, 2024. According to the Maryland State Police investigation, the Defendant was traveling north on Route 355 in a 2014 Dodge Charger at speeds above 100 miles per hour at around 2:20 a.m. The front passenger seat was occupied by his ex-girlfriend. The intersections in this location are managed at that time of morning by flashing red traffic lights on adjoining roads and parking lots and yellow traffic lights on 355. Route 355 has a posted speed restriction of 40 miles per hour because it is a heavily populated commercial and residential region, especially in North Bethesda and Rockville.
In the vicinity of the TGI Friday’s restaurant, where the victim, Jasmin Gimon, had just completed her work shift, a 2009 Honda Accord was trying to turn left from the parking lot as the defendant’s car neared the Federal Plaza Shopping Center. Three weeks earlier, Ms. Gimon had celebrated her 25th birthday. The defendant’s car impacted Ms. Gimon’s vehicle on the left front/driver’s side as it approached the center of the intersection/just inside the southbound part of 355. After that, the defendant’s car veered to the left, hopped the curb, and fell into the Federal Plaza parking lot before landing on its roof. It was lying upside down in the Silver Diner parking lot when it briefly caught fire. After that, the defendant ran away from the car, leaving his partner afraid, alone, and with critical injuries. First responders removed her from the defendant’s car after she was first assisted by witnesses at the Silver Diner. She would subsequently inform investigators that she had instructed the defendant to slow down before the collision. About an hour after the crash, the defendant was captured in the area. The incident resulted in many skull fractures, fatal brain damage, and fractures to Jasmin Gimon’s left rib and clavicle. At the scene, she was declared deceased. The Maryland State Police’s subsequent investigation showed that the defendant’s car was driving between 111 and 118 miles per hour at the time of the collision and that the defendant had not applied the brakes.
